What is the difference between “Scan” and “Photos → PDF”?

What can I do in “PDF Pages”?
You can reorder pages, delete pages, and merge multiple PDFs into a new document. Optionally, the output can also be compressed using a profile, depending on the toggle in that view.
Where are the new PDFs saved?
In each feature, you choose a destination when saving: for example in the app under Documents, by sharing to another app, or in a folder you select in the Files app. This keeps you in control of where the file is stored.
